REGSEC EMERGENCY DECLARATION: GREATER ACCRA DEPLOYS HEIGHTENED SECURITY AND FLOOD COUNTERMEASURES AHEAD OF RAINY SEASON PEAK AND HOMOWO FESTIVAL

ACCRA, GHANA, June 10, 2026

The Greater Accra Regional Security Council (REGSEC), chaired by the Regional Minister, Hon. Linda Obenewaa Akweley Ocloo, has declared a state of heightened operational readiness across the metropolis.

Following an emergency high-level review of the region’s ecological vulnerabilities and upcoming cultural indicators, the Council has finalized a comprehensive, intelligence-led blueprint to aggressively mitigate flood risks and secure the territory for the impending Homowo festival celebrations.

In a swift transition from standard disaster management to an active posture of civic preservation, REGSEC, supported by granular terrain tracking from the National Investigation Bureau (NIB), has isolated several critical-risk zones and flashpoints requiring immediate, forceful state intervention.

Labeled Structural Risks & Hotspots

​The Regional Coordinating Council (GARCC) has officially categorized the following local jurisdictions into high-priority enforcement matrices:

Critical Risk Corridors: Odawna Sahara and Adabraka Official Town within the Korle Klottey Municipality.

High-Risk Flashpoints: Alajo Central (D.K. Poison/Polo Park), Berlin Bridge, and the Downside Area spanning the Ayawaso North and East constituencies; the Jelil Estate Junction, Baba Yara Area, and Akorli Down sectors in Madina; Osu Alata and Osu Doku; and the Abelemkpe Methodist Church zone.

Heightened Monitoring Zones:Major arterial catchments across Weija-Gbawe (Old Barrier, Choice, Tetegu, Oblogo), Ga West (Manhean, Afuaman, Medie), and Ga East (Dome Crossing, GAEC Road, Christian Village Drain, and the Dakyibi River catchment areas).

Dual Operational Imperatives: Flood Suppression & Festivity Security

​The Council’s seasonal strategy forcefully links the enforcement of public safety with the protection of traditional heritage. To ensure the upcoming Homowo festivities proceed under the absolute authority of the rule of law, REGSEC has structured a synchronized response mechanism.

​1. Environmental Cleanliness & Drainage Enforcement

​The Regional Minister has issued an uncompromising executive directive to all Metropolitan, Municipal, and District Chief Executives (MMDCEs).

Sanitation task forces have been ordered to execute immediate, aggressive clearance of silt, debris, and illegal waste deposits choking the region’s main waterways.

These enforcement measures will be executed without fear or favor to maintain environmental structural integrity before the peak of the downpours.

​2. Traditional Area Security & Counter-Disruption Protocols

​Recognizing that large-scale cultural gatherings can be exploited by lingering chieftaincy disputes and land-related conflicts, joint security services are deploying heightened intelligence and visibility patrols. Factional friction will be preemptively suppressed.

The Ghana National Fire Service and emergency responders have finalized unified crowd management and traffic control templates to protect human life around high-density celebration grounds.

​3. Enforced Safe Havens & Evacuation Advisory

​As a matter of constitutional duty, the State prioritizes life over property. Residents living within the identified critical and high-risk flood catchments are strongly urged to remain highly vigilant and strictly adhere to daily safety advisories.

The National Disaster Management Organisation (NADMO) has secured specific safe havens and is legally empowered to direct and execute swift relocations where rising water levels pose an immediate threat.
